Town Team Movement are proud to announce the new Streets Alive grants program. Whilst we work on the finer details of the grants program, review the details below and start working on your project ideas!

The Streets Alive grants program comprises of Stream 1 and Stream 2 grants.


Details of Stream 1 grants are below.

Details of Stream 2 grants will be released in the coming months.

Stream 1 – Seed Grants

Up to $5000 inc GST

Project Submissions open 22 May 2024 – 5 June 2024 for projects delivered between 1 July 2024 and 31 March 2025.

Program Vision

Main Roads WA and the Town Team Movement have the shared goal of building the capacity and capability of Local Town Teams, eligible community groups and local governments to improve road safety, and the shared objective of helping neighbourhoods and town centres to become places where people feel safe and welcome, and choose to walk, cycle, play and participate positively in the community.

Stream 1 Seed Funding Objectives
– To build capability and capacity of local communities to deliver traffic calming and road safety initiatives in local streets and neighbourhoods
– To change attitudes and behaviours around speed to emphasise streets for people over cars
– To improve safety of our town centres and make them more vibrant and people friendly


Eligibility


Who is Eligible?
– WA-based incorporated community associations, town teams, clubs, not-for-profits, P&Cs, Men’s Sheds, Community Resources Centres (CRCs) and local governments
– WA based unincorporated groups that are auspiced by another incorporated association.

Grant applicants must have the authority to undertake projects on behalf of their organisation

Who is not Eligible?
– For-profit organisations
– Individuals
– State and Federal Governments
– Schools
– Political parties


What type of projects are eligible?

Projects must:
– Be for the public good or benefit the public
– Aim for positive outcomes that increase road safety
– Aim to make people “Feel safe” = Be safe and feel safe

Examples of suitable projects:
– Research, Development and Design for proposed Stream 2 projects (Note that these types of projects should include community consultation that includes a stated objective and action/s to follow)
– Purchase of public use furniture and other structure/infrastructure including streets furniture, library, seating areas, parklets, active transport infrastructure, plants and planter boxes etc.
– Community engagement, workshops and events promoting road safety and traffic calming solutions
– Art projects including street art, art installations, murals including murals on walls facing the road or laneway
– Temporary installations to test an idea or pilot a concept


What are examples of types of expenses can be funded?
– External consultant & artists fees
– Hire equipment
– Education
– Permits
– Insurance
– Marketing
– Art supplies
– Printing


What are some examples of costs that cannot be funded?
– Internal staffing expenses
– Business as usual operational expenses
– Expenses incurred before the grant agreement signed date


What project locations are eligible?
Project locations must:
– Be within Western Australia (excludes Indian Ocean Territories)
– Be on publicly accessible land
– Have the support of the property owner

Examples of suitable locations may be as follows:
– Local roads
– Adjacent to a state road, managed by an LGA
– State roads in a town centre or neighbourhood
– Right-Of-Way (ROW) lanes

When do projects need to be delivered?
– Projects will need to be delivered between the Grant Agreement signed date (approximately June 30 2024) and 31 March 2025.

Assessment Principles

The assessment panel is currently developing the assessment scoring criteria, which will be available on or before the grant opening period (22 May 2024 – 5 June 2024).


The following principles should inform your project design in order to maximise your applications suitability. Wording of questions and weighting are yet to be announced, and some of these criteria may change or be omitted.


Above all, successful applications must meet all eligibility criteria.

Once all eligibility criteria are met, applications will be scored.

Project Objectives (Identify one or more):
You may be asked to indicate which of the following objectives your project aims to address:
– Increase capability & capacity of local people and/or local governments to deliver projects aligned with the program
– Increase awareness of the impacts of speed and Fatal or Seriously Injured (FSI) to a target community and/or demographic(s)
– Change attitudes and behaviours to be more inline with the program vision
Note that you may be asked to explain how you believe your project meets these objectives.


Value for Money
An assessment will be made on how well your proposed project delivers value for money. This will aim to be viewed in context, for example, in a town of 50 people it will not be possible to get a cost per person unit rate as low as a comparable project in a city of 500,000 people. Measures may include variables such as “is it possible to deliver this element more cost effectively?”. Assessment may include qualitative and quantitative elements.

Innovation & Creativity
Applications will be assessed partly on their innovative approach to delivering on road safety. One of the goals of the program is to understand how road safety can be promoted by community groups, hence learning new ways to promote this are encouraged.

Project Design, Delivery & Planning
Applications will be assessed on how well they describe a team that can deliver a project on time and on (a realistic) budget, whilst improving the teams capability & capacity in the process.

Sustainability of Impact
The impact and outcomes of the project will be assessed, along with the longevity of both the expected impact, and the outcomes including maintenance of the project deliverables.

Road Safety Outcomes
Your application will be assessed against it’s expected impacts upon road safety.


Stipulations
– Conflicts of interest need to be declared
– More than one application can be considered, however, distribution of grant monies awarded may be subject to spreading across geographical areas
– Assessment criteria may be weighted by LGA bands

Frequently Asked Questions (FAQs)

Q: Do I need to be part of a registered Town Team to apply?
A: No, this is not a requirement.

Q: I don’t have any insurance. Does this rule me out in applying?
A: No, however, you will need to ensure that, if successful in your grant application, that you have purchased all relevant insurances before project commencement


Q: Are food & drinks an eligible expense?
A: Purchase of food and non-alcoholic beverages is acceptable for community engagement, workshops and events promoting road safety and traffic calming solutions

Q: When do I need to provide relevant documents such as letters of support?
A: These will need to be submitted when you submit the grant application in SurePact grant management system (by 5 June 2024)

Q: Do I need written approval for my project before I submit my grant application?
A: No, however, you will require approvals to be in place before you commence your project.

Q: I have a project out the front of my school, who should apply?
A: Schools are ineligible to apply for the funding, however, parent associations such as a P&C or P&F can apply. The project location needs to be eligible, eg one publicly accessible land, rather than privately accessed school land.

Q: What is auspicing?
A: Auspicing in this context refers to an arrangement where an incorporated organisation (the auspicor) (such as a club, association, CRC, local government or other) receives and holds the funds for a grant on behalf of a grant recipient (auspicee). The auspicor releases the funds as required to the auspicee to run the project, and ensures that any acquittal requirements are met by the auspicee.

Q: Are Co-funded projects eligible?
A: Projects that receive funds from other sources are eligible if they meet all other eligibility requirements (eg project start and end dates). Note that whilst we encourage co-funding, it will not gain any additional assessment score as we do not want to disadvantage groups that don’t have access to such funding.

Q: Do you need any evidence of an auspicing arrangement?
A: Yes, if you are entering into an auspicing arrangement for the purposes of this grant, when you submit your grant application we will need you to include the auspicing agreement in your submission.

Q: My incorporated association doesn’t have an ABN and isn’t registered for GST. Is this a problem?
A: No, you don’t need an ABN nor do you need to be registered for GST. We will require you to provide your association number if you do not have an ABN.

Q: Are we able to buy items that our organisation keeps as part of the project?
A: Purchasing “portable and attractive property, plant and equipment” is subject to what is to be purchased and why. For example, if it is cheaper for you to purchase some tools to deliver the project than hiring them, then this may be deemed acceptable. However, if you plan to purchase equipment purely so your organisation has access to them in future then this may be deemed ineligible.

Q: If the project builds an asset in the public realm (eg a community garden), do we need to have a maintenance agreement in place?
A: Yes, for these sorts of projects we require you to liaise with the land manager to establish a maintenance plan to look after the asset after project delivery

Q: If successful, when will I receive the grant money?
A: We will endeavour to pay grant moneys within 7 days of grant agreements being signed. Signed grant agreements are due on 30 June 2024, hence the last payment date should be by 7 July 2024.
